1. In a large skillet over medium heat cook bacon until crisp.
2. Transfer the bacon onto paper towels with a slotted spoon to drain.
3. From the skillet pour off all but 2 tablespoons of the fat.
4. Whisking constantly, for 1 minute, add the water and vinegar to the skillet and simmer.
5. Add salt to taste and pepper.
6. Crumble the bacon into dressing just before serving.
